Kunal Mehta c7cb87dd57 debian: Sync with proper Debian package 
* Switch to debhelper compat 13
* Increase test timeout via `meson test`
* Depend on same version of libzim as meson.build specifies
* Restore mistakenly deleted libkiwix-dev.manpages
  * We still need this file to instruct Debian to associate it with the
    libkiwix-dev package.

Kunal Mehta 55515f2fc6 Add Debian packaging 
It may make sense to move kiwix-compile-resources.1 into the main source
and have meson manage it in the future.
