configs: Migrate CONFIG_SYS_MAX_FLASH_BANKS to Kconfig

Use moveconfig.py script to convert define CONFIG_SYS_MAX_FLASH_BANKS
and CONFIG_SYS_MAX_FLASH_BANKS_DETECT to Kconfig and move these entries
to defconfigs.
