efi: Rearrange the Kconfig for CMD_BOOTEFI_BOOTMGR

Browse Source 
The command should not be used to enable library functionality. Add a
new BOOTEFI_BOOTMGR Kconfig for that. Adjust the conditions so that the
same code is built.
