net: move Broadcom SF2 driver to Kconfig

move to Kconfig:
	CONFIG_BCM_SF2_ETH
	CONFIG_BCM_SF2_ETH_DEFAULT_PORT
	CONFIG_BCM_SF2_ETH_GMAC

Also modified defconfigs of all platforms that use these configs.
