Simon Glass e005b8cb4a pickman: Document commit selection algorithm and skip feature 
Add two new sections to README.rst:

- Commit Selection: Explain how pickman groups commits into MRs
  based on merge commits, with a concrete example
- Skipping MRs: Document the skip/unskip comment commands
